Climate diversity, existence of rich resources and reserves, possibility of low-cost short-producing job creation, relative advantage in production and export of products are among the capabilities of agriculture sector.

33% of employees of total employees of the country are employed in agriculture sector, and 26%  of gross domestic production, 26% of non-oil export and over 80% of foods of the country are supplied in agriculture sector.

Agriculture sector and development of rural regions have always been paid attention by legislators and planners and executive organizations after the Islamic Revolution and have always been the axis of social and economic development and many progresses and changes have been made in agriculture sector and rural and tribal regions.

However due to lack of coordination, policies, systems and inefficient methods, intervention of duties, duplication, etc and acts of God (like famine and flood), agriculture sector has faced some problems during recent years that have prevented favorite progress of this sector.

In order to remedy such defects and deficiencies, by virtue of Act of Third Economic, Social and Cultural Development Plan of The Islamic Republic of Iran, government has been obliged to take necessary actions in order to reform civil service, decrease unnecessary positions, promote productivity  and efficiency of manpower and management of executive organizations, provide for parallel omission of tasks, …, concentrate agricultural and livestock affairs and rural development. In this respect, draft of amalgamation of Ministry of Constructional Jihad and Ministry of Agriculture and establishment of Ministry of Jihad-e-Agriculture was prepared by Organization of Management and Planning and upon approval by the Cabinet on 16/8/2000, was presented to Islamic Consultative Assembly with a one exigency. The draft, after several months of review by experts, was approved by parliament members on 26/12/2000 and approved by the Guardians Council on 30/12/2000.

Considering importance of such Act and the necessity of awareness of provisions of the Act by colleagues, we considered it necessary to publish entire text of “Act of Establishment of Jihad-e-Agriculture.”

We hope by the endeavor of all members of the big family of “Jihad-e-Agriculture”, grounds of materialization of such Act be provided and we would observe sustainable development of Iranian Agriculture.
